ORDER:

            In the reference read above, the Commissioner of School Education, A.P. has stated that Government of AP is implementing the Mid-Day meal program under the Centrally Sponsored Scheme.

2. The Commissioner of School Education has further stated that 88,296 Cook-cum-­Helpers are presently working under MDM scheme in the State and the  State Government is following the MHRD norms for engaging the Cook-­cum-Helpers in the Schools. As per the GoI norms, the Cook- cum-Helpers are being paid honorarium of Rs.1,000/- per month  (In 60:40 ratio  as Central and State share respectively). From the month of September, 2017 the honorarium is being paid through Centralized Payment System. The Cook-cum-Helpers (CCHs) working under Mid-Day Meal Scheme are frequently demanding for enhancement of honorarium.
3. The State Level Steering-cum-Monitoring Committee (SSMC) meeting was held on 06.03.2018  to review the implementation of MDM scheme and to make necessary recommendation for PAB 2018-19. "Enhancement of honorarium to Cook-cum-Helpers"  is one of the issues taken up by the SSMC. The SSMC has opined that the honorarium being paid to the Cook-cum-Helpers is very meager and need to be enhanced as per existing rules/norms.
4. The Commissioner of School Education, AP  has further stated that the matter was placed before Govt. of India during PAB meeting. The Commissioner of School Education, AP has meanwhile, requested to issue necessary orders to enhance the honorarium of Cook-cum-­Helpers.  

5. In the circumstances stated by the Commissioner of School Education, A.P. in the reference read above and after careful examination of the matter, Government hereby enhance honorarium from Rs.1000/- to Rs.3000/- per month from 01.02.2019 to Cook-cum-Helpers working under Mid Day meal Scheme and to meet the expenditure under the head of account 2202-01-112--06-05-310/312.     
                                                
6. The Commissioner of School Education, A.P. shall take further action accordingly.

7. This orders issues with the concurrence of the Finance (FMU-School Edn) Dept vide their U.O.No.41022/166/2018, dated:12.02.2019.

ORDER:
In the Govt. Memo read above, Government have issued orders dispensing of Anti TB drugs through Registered mobile App- APeRx creating by Govt. of AP.  
2. Non-communicable diseases like diabetes and hypertension lead to a significant amount of morbidity and mortality, a majority of which happens in low and middle-income groups. Due to the chronic nature of these diseases, out of pocket spending by poor to purchase these drugs aggravates the problem leading to low compliance to dosage schedule and also economic impoverishment. In this context, an economic study has been concluded by Kalam Institute of Health Technology (Health Technology Assessment Regional Hub, under ICMR, Dept. of Health Research, Govt. of India) which suggests marked improvement in clinical indicators for the patient as well as economic welfare to the patient’s families, if access to Hypertensive and Diabetes Drugs be given to all patients.
3. Government after careful consideration of the matter, the Govt. of Andhra Pradesh has decided to extend the use of APeRx App, for Anti-Hypertensive & Anti- Diabetic drugs. Accordingly, the citizens can avail a set of drugs approved for hypertension and diabetes any free of cost from private chemists/pharmacy in the state of Andhra Pradesh.  The cost of these drugs shall be reimbursed to the registered Pharmacist/Chemist/Druggist at rate at which APSMIDC procures the corresponding drugs for Government Hospitals.  The reimbursement to private chemists will be done directly by the e-Rx App into the registered bank account.  
4. The free drugs in private Registered Pharmacies shall be made available after case evaluation by Physician/Specialist in all Government Hospitals (PHCs, CHCs, AHs, DHs and THs) and Government run PPP centers (eUPHC), based on the diagnostic test results done in these  Hospitals and centers, either through NTR Vaidya Pariskha or in-house diagnostics program. Similar benefit shall be available to employees subsequent to their diagnostic check-up in empanelled hospitals of government hospitals. It would be mandatory to have the tests done once every six months whereas private pharmacies would be enabled to prescribe drugs for one month at the time subsequent to APeRx based prescription by Doctors at Government health facilities or Urban Health Centres (eUPHC) that are operating in PPP mode. For Hypertension, the Blood Pressure shall be recorded and for Diabetes Mellitus, HbA1C shall be recorded after from fasting and post-meal blood sugar values as may be clinically indicated.

5. The following procedure shall be followed scrupulously during the use of APeRx App : 
(i)                APeRx Process flow for drug prescription and Dispensing: 
Patient Visiting the Public Health Facility
Diagnostic Test to be done, based on the recommendation of the Medical officer
Uploading of the test results by the Medical Officer into the app.
Patients receive SMS with an alphanumeric code
 (ii)               Pharmacy: 
·         Entering the code received by the patient through SMS
·         Dispensing of drugs and generating the sales bill. 
·         Generation of Weekly consolidated payment details pharmacy  
      wise.
 ·       Validation & approval of the Payment details by the SPIU with the        
      support of DCA & APMSIDC. 
·         Weekly online payment through CFMS.
 (iii)  The Free Drugs Scheme is applicable to all citizens who have been diagnosed as Chronic Hypertension and/or Diabetic case, irrespective of their economic category; provided the diagnosis has been done in a Govt. Health Facility/e-UPHCs. It is completely Voluntary for the pharmacists to participate in this program. It is also completely Voluntary for patients to avail this scheme. However, the patient identification has been linked to Praja Sadhikarta Survey (PSS) and Aadhar. Citizens diagnosed with Hypertension and/or Diabetes are requested to approach the nearest Mee-Seva Counter for inclusion to PSS database if they have any difficult in accessing the free drug scheme.
 (iv) Combination Drugs shall not be included in this scheme. The Chemists/Druggists/Pharmacists are expected to follow stringent quality control for drugs that would be given to public. Drug Control Administration shall devise adequate inspections for facilitate and monitor the quality of drugs.

(v)    Payment Process:
 The drugs so supplied will be procured by individual private pharmacies, and the reimbursement on submission of copies of prescriptions and the details of drugs dispensed shall be made by the Government. The pharmacies will be reimbursed once in a week through bank accounts registered on the APeRx App.  The expenditure of this project is to be met from e-Ausadhi scheme/free drug scheme of National Health Mission/external aided project financing and the payment will be through CFMS.


   (vi) The following are the list of identified drugs along with the cost to be        dispensed for Hypertension & Diabetes through APeRx App:

Note: The prices of drugs mentioned here are subject to modifications as per APMSIDC procurement rate(s). 
6. Such a Scheme of providing for Free Drugs through private pharmacies for Hypertension and Diabetes is being planned and implemented for the first time in the Country, and citizens are requested to share their satisfaction/comments/concerns on 1100 –toll free number for service improvement/extension to other drug categories/quality check as may be required from time to time.
7. The Director General, Drugs Control Administration, AP, Guntur, the Managing Director, A.P. Medical Services & Infrastructure Development Corporation,(APMSIDC) Mangalagiri, the  Director, Strategic Planning Innovations Unit (SPIU), the Commissioner, AP Vaidya Vidhana Parishad (APVVP), Vijayawada, the Director, Public Health & Family Welfare (DPH&FW), Vijayawada, the Director of Medical Education (DME), Vijayawada   shall take necessary action in the matter.  
8. This order issues with the concurrence of the Finance (FMU - HM&FW -II) Department vide their U.O. No.FIN01-60030/2/2018, Dated: 16.1.2019.

ORDER:-
        In consonance with the provisions of Section 36 of the PWD Act, 1995 (Central Act No.1 of 1996), Government have issued comprehensive orders, vide G.O.1st read above for providing 3% reservation in case of Direct Recruitment for persons or class of persons with disability of which one percent, each shall be reserved for persons suffering from (a) blindness or low vision; (b) hearing impairment; (c) locomotor disability or cerebral palsy.
2. Accordingly, orders were issued, earmarking 3% of vacancies in case of direct recruitment for persons or class of persons with disability and had carried out necessary amendment to Rule-22 of the A.P.State and Subordinate Service Rules, 1996 vide G.O.2nd read above.
3. Subsequently, in the G.O.3rd read above, orders were issued for implementation of 3% reservation in promotions to the disabled employees.  Accordingly, Government have issued necessary amendment to the A.P. State & Subordinate Service Rules, 1996 vide G.O. 4th read above, providing 3% reservation in promotions to the Differently Abled employees to all services of State Government where the cadre strength is more than five against their roster points 6 th , 31 st & 56 th  prescribed under rule-22 of the Andhra Pradesh State and Subordinate Service Rules, 1996 in tune with the orders issued vide G.O. 3rd read above.

4. Section 34 (1) of the RPWD Act,2016  speaks that  in “Every appropriate Government shall appoint in every Government establishment, not less than four per cent of the total number of vacancies in the cadre strength in each group of posts meant to be filled with persons with benchmark disabilities of which, one per cent each shall be reserved for persons with benchmark disabilities under clauses (a), (b) and (c) and one per cent for persons with benchmark disabilities under clauses (d) and (e)”.
5. The Director, WDAT & SC in the letters 5th read above has stated that as per the Act 33 of the Persons with Disabilities (Equal Opportunities Protection of Rights and Full Participation) Act, 1995, Government provided three percent reservations in favour of persons with disabilities.  However, as per section 34 of the Rights of Persons with Disabilities, Act, 2016, the four percent has to be provided and accordingly, the roster point for the category of Autism, Intellectual disability, Specific learning disability, Mental illness and Multiple disabilities to be fixed at 82 in the 100 cycle of vacancies.  He has therefore, requested to issue necessary orders in the matter.
6. Government after careful examination of the matter and in consonance with the provision of the Section 34 (1) of the RPWD Act, 2016, hereby order for providing reservation in the appointments and in promotions in every Government establishment, not less than four percent of the total number of vacancies in the cadre strength in each group of posts meant to be filled with persons with benchmark disabilities of which, one percent each shall be reserved for persons with benchmark disabilities under clauses (a),(b) and (c) and one percent for persons with benchmark disabilities under clauses (d) and (e) namely;


(a) Blindness and low vision,
(b) Deaf and hard of hearing;
(c) Locomotor disability including cerebral palsy, Leprosy cured,dwarfism, acid attach victims and muscular dystrophy;
(d) Autism, intellectual disability, specific learing disability and mental illness:
(e) Multiple disabilities from amongst persons under clauses (a) to (d) including deaf-blindness in the posts identified for each disabilities.

7. The General Administration (Ser.D) Deptt., shall issue necessary amendments to the A.P.State and Subordinate Service Rules, 1996 to that effect.  

8. All the Department of Secretariat, Head of Departments, all the District Collector and all the authorities concerned in the state, shall take further necessary action accordingly, to implement the above orders.

Ammaku Vandanam programme in all schools on 13-02-2019 Guidelines Rc.No. 31

All the Regional Joint Directors of School Education and the District Educational Officers in the State are informed that they are aware of "Ammaku Vandanam" Programme and the instructions issued earlier In this regard. During 2018 -19 "Ammaku Vandanam" Programme" In scheduled to conduct on 13.02.2019. Therefore they are requested to ensure that this programme is conducted on 13.02.2019 in all the schools under all managements.

Further they are informed that in the reference 2 nd read above, the District wise number of schools to be selected with allocation of necessary budget along with necessary instructions/ Guidelines were already issued for conduct of Ammaku Vandanam Programmc during the academic year 2018-19.

They are further informed that, the Hon'ble Chief Minister of Andhra Pradesh and Hon'ble Minister for HRD,Govt.of Andhra Pradesh will participate in Ammaku Vandanam Programme at Vijayawada on 13.02.2019.

They are therefore requested to identify the number of High schools management wise as shown in the statement appended (ref 2nd cited) accordingly and implement the "Ammaku Vandanam"
Programme on 13.02.2019 in a grand manner at their respective jurisdiction.

To issue necessary instructions that Ammaku Vandanam programme shall be celebrated in all Schools ( Primary, Upper Primary and High Schools under all managements & KGBVs which are not enlisted the annexure)

Further, they are requested to issue necessary instructions to all the field functionaries and concerned school Headmasters for celebration of Ammaku Vandanam on 13.02.2019 in grand and gaiety.

a) The procedure:

All students (boys and girls) have to clean their mother's holy feet and express their gratitude. Worship the feet of the mother with flowers and Akshinthalu. Every student should take blessings from their mother and express their gratitude for their birth. Teachers should explain in detail about mother and her greatness. Conduct Debate, Quiz competitions and cultural programmes on "Mother" as focal theme.

b) Invitees:

All School management committee members should be invited to the Ammaku Vandanam programme. All mothers of the students of respective schools should be invited with the help of School management committee members. Eminent personalities to deliberate their speeches on the greatness of the Mother.
 Public representatives, School well-wishers, Donors, Press representatives etc.,

c) Roles and Responsibilities of the Headmaster:

All Headmasters of their respective schools should take personal attention for conduct of the Ammaku Vandanam programme in a festive manner. Select a meeting hall / Big Class Room or Shamiyana at outdoors to make seating arrangements for children and their parents Arrange puja samagri and flowers for worshiping the mother. To prepare a minute to minute plan for the comfort of the students as well as invitees.

  • To provide drinking water etc., to all students and invitees
  • To ensure discipline for conduct of the programme in a grand manner.

d) Expenditure:

The School Education Department has created a New Head of account separately to mect the expenditure for conduct of Ammaku Vandanam. @Rs. 2500/-(Rupees two thousand and five hundred only) has been allocated to each school which are identified by the DEOs eoncerned as mentioned in the annexure (Ref 2 nd cited): An amount of Rs. 2.00 Crores has already been released to all District Educational Officers. In addition to the above grant, matching grant may be obtained from the donors, old student associations etc.,

Hence all the Regional Joint Directors of School Education and District Educational Officers in the State are requested to ensure the celebration of "Ammaku Vandanam" Programme on 13.02.2019 duly following the above guidelines scrupulously and submit the documentation of the programme to this office without fail.
